CEMR Resolution on The Role of Local and Regional Governments in the New EU Migration and Asylum Framework

At the CEMR Policy Committee meeting in January 2022, the elected representatives of Europe’s local and regional governments declared their support to the objectives stated in the New Pact on Asylum and Migration and agreed on a pledge for renewed attention to the challenges and issues linked to migrant and refugee integration at the local level.

The new Resolution is taking into consideration the different pieces of legislation concerning migrant and refugee integration, notably the New Pact on Asylum and Migration[1], the Action Plan on Integration and Inclusion[2] and the work of Local and Regional Governments (LRGs) are doing on the Lampedusa Charter process (2021).

 The key messages of the Resolution:

1. Fosters solidarity among the Member States and boost the existing structured approach for a more efficient multilevel migration governance.

2. Continues to financially and politically support local and regional governments in the quest for more holistic inclusion of migrants and refugees.

3. Promotes inclusion as a bilateral process that takes into account all dimensions of the social and economic life of newcomers and citizens alike.
